These rights include constitutional guarantees, such as the right to bear arms, freedom of speech and freedom of the press, as well as civil rights which protect all citizens from discrimination based on race, color, religion, gender or national origin in the areas of voting, education, employment and housing; in the use of facilities and public accommodations; and in the administration of federally assisted or other public programs.
